With her ability to foresee the future, Lady Mhiku learns of Orgun's resurrection from the dead and has Lord Zoa dispatch a scout to the planet Earth to track down and destroy the runaway. The scout arrives in City 5, or rather plummets into the sea adjacent, where it's immediately engaged by a squad of Birdmen lead by Commander Youko Mitsuragi. Although the Birdmen put up a brave fight, their weapons are useless against the alien invader, Youko's squad are unable to prevent the scout from reeking havoc on the city as it savagely carries out its search for Orgun. Sensing the imminent danger to the city, Orgun activates and breaks out of the EDF labs in search of a pilot, in particular Tomoru.
